THE GLOBAL CONTEXT
Many countries have made enormous progress in recent years by adopting strong tobacco control policies recommended by the World Health Organization’s Framework Convention on Tobacco Control. Yet, more progress is needed to improve compliance with these laws through effective implementation and enforcement.
When such laws are not well implemented, people are not fully protected from the harms of tobacco and the achievements and resources invested in policy adoption are at risk of being lost. An ineffective law loses trust and can prevent progress.
Governments face many barriers, from resources and capacity to infrastructure and industry interference. This Hub provides governments and public health practitioners with the tools they need to tackle these challenges, improve implementation and increase compliance.
The Implementation Hub’s curated but expansive profile of resources can help practitioners to:
- Improve coordination efforts for implementation activities
- Conduct more intensified and effective enforcement actions
- Develop and revise enforcement protocols
- Increase stakeholder capacity
- Streamline violation reporting and compliance monitoring
- Increase public awareness and participation
- Advocate for stronger and more effective tobacco control law implementation
Launched in June 2018, initially with The Union and now managed under Vital Strategies, the program supports seven cities across China, Indonesia, India and Pakistan, working to increase compliance with smoke-free laws and tobacco advertising, promotion and sponsorship (TAPS) bans at points-of-sale.
Each of the program’s cities has strong tobacco control legislation but needs to improve compliance. Vital Strategies provides technical assistance, including support to establish and train multi-sector task forces; institute a robust coordination mechanism; conduct regular compliance monitoring; and leverage media to promote tobacco control policies and mobilize public support.

The program is funded by Bloomberg Philanthropies under the Bloomberg Initiative to Reduce Tobacco Use, which promotes evidence-based tobacco control policies in low- and middle-income countries around the world to combat the tobacco epidemic.
